Abstract
This research aims to investigate the modus operandi of hoarding subsidized diesel fuel occurring on Highway Km 8, Tandun West Village, Tandun District, Rokan Hulu Regency. The study examines the methods used by perpetrators to illegally accumulate fuel for financial gain. The research method employed is qualitative, utilizing field observations and in-depth interviews with both the perpetrators and the local community. Findings indicate that perpetrators exploit unofficial distribution networks and manipulate subsidy quotas to hoard fuel, leading to shortages for the community. The conclusion of this study is that hoarding practices significantly negatively impact the availability of fuel for the public. Therefore, it is essential to enhance supervision and enforce stricter regulations in the distribution of subsidized fuel to safeguard public interests and ensure equitable access to energy resources. Additionally, outreach efforts regarding subsidy regulations should be conducted to raise public awareness of these illegal practices.
