Abstract

The purpose of this research is to analyze Collaborative Governance in Marina Beach Tourism Development, Medang Kampai District, Dumai City. By using a qualitative approach, various elements that affect cooperation between the government sector and the private sector as well as the local community are identified in this study. Documentation studies, in-depth interviews, and observations are used to collect data from various stakeholders, including the Dumai City Youth, Sports, and Tourism Office, private managers, and microbusiness actors (UMKM) around Marina Beach. The research results revealed that the collaboration between the government and the private sector has had an impact on tourism management at Marina Beach. This research identified a number of obstacles that hinder the effectiveness of collaboration, such as the lack of regular communication between stakeholders, differences in interests, and low public awareness of the importance of participation in tourism development. In addition, factors such as the community's lack of understanding of tourism governance and the lack of tourism-conscious groups (POKDARWIS) in the area also contribute to the challenges faced. This research recommends the need for more frequent faceto-face dialogue between all parties, improving public education about tourism, as well as improving facilities and infrastructure at Marina Beach to increase tourism attractiveness. Therefore, it is hoped that this research will contribute to the development of more comprehensive and effective tourism, as well as being a reference for further research in the field of collaborative governance and tourism development.
