Abstract

Participation is a form of community member involvement in all development activities that include activities in development planning and implementation of development programs. Community participation in the form of participation is a supporter of the success of programs provided by the government. This research examines Community Participation in Village Development Planning in Tulang Village, Selat Gelam District, Karimun Regency. Development referred to in this context is a process of change that aims to achieve better conditions than before. The formulation of the problem proposed in this study is how Community Participation in Village Development Planning in Tulang Village, Selat Gelam District, Karimun Regency. Based on the background, the purpose of this study is to help and facilitate the community in the development process in Tulang Village. This study uses a qualitative method that aims to describe the actual situation or condition. In this study, the Key Informants selected were the Government and the local community. Data collection techniques used include Observation, Interviews, and Documentation. The results of the study showed that Village Community Participation in Village Development Planning in Tulang Village experienced obstacles. The main factor that hinders participation is the importance of involvement in village development. In addition, there are also communities in various lands for development purposes. Such as in the road cementing project. Some communities are reluctant to endow their land, which ultimately hinders the smoothness of development. Overall, although there is community participation in development planning, obstacles such as lack of awareness and hesitation to share land are still major challenges that must be overcome so that development can run more smoothly.
