Abstract
Bengkalis Regency ASN during the pandemic required the government to change the public service system from conventional direct services to online-based ones. So the Bengkalis Regency Population and Civil Registration Service took a policy of changing its service system to an online basis. This network-based or online service system is a form of information innovation to provide services during the Covid-19 pandemic. This information system can be accessed by every level of society through a data register using the NIK of each resident. This information system is also used at the Mandau District Population and Civil Registration Service UPT to carry out population document services. This research shows effectiveness, efficiency, adequacy, equity and responsiveness, indicating that the implementation of public services has been carried out but still faces obstacles such as people who do not understand information technology and people who are still comfortable using face-to-face methods in carrying out population administration.
