Abstract

This research aims to analyze criminal law enforcement by the Food and Drug Supervisory Agency (BPOM) in monitoring the circulation of illegal cosmetic preparations containing hazardous chemicals without a distribution permit in Pekanbaru City. These illegal cosmetics pose a serious threat to public health and require effective legal action. The approach used in this research is a sociological juridical approach, which combines legal analysis with studies of social interactions and community responses to law enforcement. The problems raised in this study are how the enforcement of criminal law by the Center for Drug and Food Control (BPOM) in supervising illegal cosmetic preparations with hazardous chemical compositions in the city of Pekanbaru and what are the obstacles faced by the Center for Drug and Food Control (BPOM) in enforcing criminal acts of enforcement of illegal cosmetics with hazardous chemical compositions that do not have a distribution permit in the city of Pekanbaru. The research method used is descriptive analytical with data collection techniques through interviews, observations, and document studies. This research reveals that BPOM has made various law enforcement efforts and enforcement operations. However, there are several obstacles, such as limited human resources and facilities, as well as the high market demand for illegal cosmetics. The research findings show that the effectiveness of law enforcement depends not only on formal legal actions, but also on the level of public awareness and participation. Therefore, a comprehensive strategy is needed, involving increased cooperation between relevant agencies, education to the public, and tightening regulations and supervision in the field.
