Abstract

Ship Safety and Shipping Safety are handled by the Port Authority and the Port Authority through surveillance activities at sea to provide Sailing Ship Safety, but this has not been implemented optimally so there are still violations of the rules and the unfitness of the ship to operate. Monitoring activities can be carried out by determining implementation standards, determining the size of activity implementation, measuring activity implementation, comparing implementation with standards and analyzing deviations and taking corrective action if necessary. The purpose of this study was to determine the inhibiting factors for Supervision of Ship Safety and Sailing Safety at the Office of the Port Authority and the Class IV Port Authority of Tembilahan City, Indragiri Hilir Regency (Study of Passenger Ships at the LKMD Port of Tanah Merah Village, Tanah Merah District). The research method used is a qualitative method with data collection techniques through observation, interviews and documentation. Discussions on Port Control and Port Authority Supervision at the LKMD Port of Tanah Merah Village have been carried out starting from the determination of the port, seaworthiness of the ship and monitoring of the ship's cargo, However, this is not done every working day so violations against sailing ships are still visible. In conclusion, Supervision of Kesyahbandaran and Port Authority at the LKMD Port of Tanah Merah Village has not been carried out optimally this is due to the absence of routine surveillance activities on each sailing ship, the lack of employees in supervision, the lack of sanctions given to ships that violate shipping rules. The researcher's suggestion is that Class IV Kesyahbandaran and Port Authority Office, Tembilahan City, Indragiri Hilir Regency, needs to increase the schedule of surveillance activities at the port, increase the number of employees under supervision, and provide strict sanctions for ships that violate sailing rules.
