Abstract
The emergence of crimes of rape against children is a phenomenon that is very disturbing to society, especially in the jurisdiction of the Pekanbaru Police. This crime not only causes deep physical and psychological suffering for the victim,but also causes unrest in society. Efforts to combat the crime of rape have consumed a lot of funds and energy, but the results cannot be said to be effective. In fact, the number of cases continues to increase significantly, from 38 cases in 2021 to 54 cases in 2023, both in terms of quality and quantity. This research aims to identify the factors that cause rape of children, understand the modus operandi used by the perpetrator, and analyze the response efforts carried out by law enforcement officers in the Pekanbaru Police jurisdiction. The method used in this research is an empirical legal method with an observation research or field approach. Researchers collected primary and secondary data through direct surveys, interviews and questionnaires involving various respondents, including police officers, perpetrators and parties competent in the legal field. The research results show that the factors that cause child rape include internal factors, such as psychological drives and the nature of the perpetrator who is driven by criminal intent, as well as external factors, such as weak family supervision, unstable social conditions, and low legal awareness in society. The perpetrator's modus operandi often takes advantage of a close relationship with the victim, a situation with minimal supervision, or the victim's vulnerable condition, both physically and psychologically. Efforts made by the police to tackle this crime include preventive measures, such as legal education, routine patrols, and increased public awareness through socialization. On the other hand, repressive steps were taken with an in-depth inquiry and investigation process, followed by handing over the case files to the Public Prosecutor for the trial process. Although these efforts have been implemented, stricter law enforcement and strengthening child protection policies are still urgently needed.
