Abstract
Criminal law enforcement in Indonesia requires the support of forensic laboratories to prove a case scientifically. However, the effectiveness of forensic laboratories still faces various challenges, especially related to limited access for investigators in the regions. A case study at the Kuantan Singingi Police Station shows that investigators have difficulties in sending evidence to be examined at the Riau Police Forensic Laboratory, which is about 4-5 hours away. This results in a slow investigation process and has the potential to hinder legal certainty. The formulation of the problem of this study is how effective the position of the forensic laboratory of the Riau Regional Police is to criminal law enforcement that requires laboratory testing and how projections can be made as a solution to the effectiveness of forensic laboratories in the Riau Regional Police.. This thesis research uses normative and empirical juridical approaches, with data collection through interviews as the main source and qualitative analysis to produce descriptive data. The data used consisted of primary data obtained through interviews and secondary data in the form of laws, books, journals, articles, and research literature. The results of the study show that forensic laboratories have a crucial role in proving criminal acts, but limited access, human resources, and equipment are the main obstacles. An interview with the Head of the Forensic Laboratory Division of the Riau Police revealed that the solutions that can be implemented include improving the quality of human resources, laboratory accreditation, procurement of modern equipment, and decentralization of authority so that laboratories in the regions can be more independent in handling evidence testing.
