Abstract
Unlicensed or illegal gold mining is a serious problem that has a negative impact on the environment, economy and social. In the jurisdiction of the Peranap Police, gold mining activities without permits are still widespread, Law Number 4 of 2009 concerning Minerals and Coal clearly prohibits gold mining activities without permits, activities carried out by illegal mining workers who do not have permits have become permanent jobs, therefore the Peranap sector police are very much needed in law enforcement efforts to prevent damage to the environment and comply with applicable regulations. This research will examine mining issues by formulating the problem: 1.) How is the implementation of law enforcement by the Police against perpetrators of illegal gold mining in the jurisdiction of the Peranap Police, 2.) What are the factors inhibiting the Police in carrying out law enforcement against perpetrators of illegal gold mining in the jurisdiction of the Peranap Police. This research is observational research using a survey, namely research that takes data directly from the population/respondents using interviews as a data collection tool. Meanwhile, if we look at its nature, this research is descriptive in nature, namely research that explains in clear and detailed sentences the law enforcement of criminal acts of gold mining without a permit in the legal area of the Peranap Police. From the research results, it can be seen that there is law enforcement regarding criminal acts of gold mining without a permit in the legal area of the Peranap Police, Indragiri Hulu Regency. Forms of law enforcement efforts carried out by the Peranap Sector police use law enforcement efforts in the form of: preemptive efforts, preventive efforts, repressive efforts. Obstacles in law enforcement regarding the crime of gold mining without a permit in the Peranap Sector Police Legal Area include economic factors, employment factors, educational factors, the lack of legal awareness among the community and inadequate facilities and infrastructure factors.
