Abstract

This study aims to determine the Implementation of the Online Single Submission Risk Based Approach (OSS RBA) Policy at the Pekanbaru City Investment and One-Stop Integrated Services Office (DPMPTSP) and to find out the factors inhibiting the implementation of the Online Single Submission Risk Based Approach (OSS RBA) Policy at the Pekanbaru City Investment and One-Stop Integrated Services Office (DPMPTSP).This type of research uses descriptive with qualitative methods with data collection techniques through interviews,observation and documentation. The key informants and informants in this study are the Service Secretary,the Head of the General Subdivision, the Head of the Investment Monitoring and Development Section, Micro-scale Restaurant Business Actors who have business licenses and Micro-Scale Restaurant Business Actors who do not have business licenses. The key withdrawal technique of informants and informants in this study uses Snowball Sampling. The results of this study show that the implementation of the Online Single Submission Risk Based Approach (OSS RBA) policy at the Pekanbaru City Investment and One-Stop Integrated Services Office (DPMPTSP) has not been implemented optimally.Because there are several obstacles including lack of budget resources, lack of supervision of business actors, lack of sanctions given to business actors, lack of understanding of technology among business actors, lack of socialization, and the social environment is not yet conducive.
