Abstract

Children have an important role in the Indonesian constitution, which explicitly states that every child has the right to survival, growth and development, and protection from discrimination and violence. One form of violence against children that often occurs is abuse. Child abuse is an act that hurts or tortures children in particular, intentionally reducing or damaging their health. Therefore, strict law enforcement is needed in order to overcome crime, fulfill justice and achieve effectiveness. One of the law enforcement agencies is the prosecutor's office, which has the authority to carry out structural prosecutions, especially in handling criminal acts of abuse. The main problem to be studied is how the implementation of law enforcement at the prosecution stage against perpetrators of child abuse in the jurisdiction of the Pekanbaru District Attorney's Office and what are the obstacles in implementing law enforcement related to child abuse cases in the Pekanbaru District Attorney's Office. The research method used is a qualitative approach with data collection techniques through interviews, observations, and document studies. The data obtained were analyzed using descriptive analysis. The results of the study obtained in the implementation of law enforcement against perpetrators of child abuse at the Pekanbaru District Attorney's Office still face various challenges. Factors such as lack of understanding of law enforcement officers regarding child protection, limited resources, and suboptimal coordination between institutions are significant obstacles in the prosecution process. This study is expected to contribute to the development of legal policies and child protection in Indonesia and increase the effectiveness of law enforcement against perpetrators of child abuse.
