Abstract

Discipline in the State Civil Apparatus (ASN) is one of the important aspects in creating a professional and quality government. ASN discipline functions as a pillar to encourage optimal performance, improve public services, and maintain integrity and work ethics. The law governing civil servant discipline is Government Regulation of the Republic of Indonesia Number 94 of 2021 concerning Civil Servant Discipline. This regulation aims to provide clear guidelines regarding the obligations, prohibitions, rights, and sanctions applied to ASN who violate applicable provisions. However, the implementation and application of ASN discipline in the scope of regional apparatuses, especially in the Rokan IV Koto District Office, Rokan Hulu Regency, is still a problem that needs further research. The main problem in this study that will be discussed is how the implementation of State Civil Apparatus discipline and the application of State Civil Apparatus disciplinary sanctions within the scope of regional apparatus organizations based on Government Regulation of the Republic of Indonesia Number 94 of 2021 concerning Civil Servant Discipline at the Rokan IV Koto District Office, Rokan Hulu Regency. so that the purpose of this study is to find out the results of the formulation of the problems in this study. This study uses an empirical method with a qualitative approach, involving interviews with the subdistrict head, head of general and personnel sub-sections of the Rokan IV Koto Sub-district Office, which aims to describe and explain the situation in the field related to the implementation of discipline and the application of ASN disciplinary sanctions. The results of the study indicate that the implementation of ASN discipline at the Rokan IV Koto Sub-district Office has been carried out with reference to Government Regulation Number 94 of 2021. However, it still faces a number of obstacles. One of the main problems is the varying understanding of ASN regarding the applicable disciplinary regulations. In addition, internal supervision of ASN discipline still needs to be improved, considering that the supervision carried out by direct superiors is sometimes not optimal. Several violations that occur, both minor, moderate and serious, are not always responded to quickly and appropriately by superiors or authorities. This study aims to dig deeper into the implementation of ASN discipline and the application of disciplinary sanctions based on Government Regulation Number 94 of 2021. Furthermore, to ensure that ASN discipline runs well, it is necessary to develop a more efficient administration system in recording and evaluating the implementation of discipline, so that each violation can be recorded and responded to quickly. More intensive evaluation and monitoring will help to improve existing weaknesses and strengthen the culture of discipline in the ASN environment.
