Abstract

Sexual violence against children is a form of human rights violation that is very detrimental, both physically, psychologically, and socially. In this context, children as victims must receive adequate legal protection to ensure that the legal process runs smoothly and their rights remain protected. The Riau Police, through the Women and Children's Service Unit, plays an important role in providing effective protection for children who are victims of sexual violence in providing assistance from legal, psychological, and social aspects for victims of sexual violence. The main problem in this study that will be discussed is how legal protection is provided for children as victims of sexual violence in the jurisdiction of the women and children's service unit (PPA) at the Riau Police and what are the obstacles in efforts to provide legal protection for children who are victims of sexual violence in the jurisdiction of the women and children's service unit (PPA) of the Riau Police. so that the purpose of this study is to find out the results of the formulation of the problems in this study. This study uses an empirical legal method with a qualitative approach, which involves interviews with police officers, perpetrators of sexual violence and the collection of secondary data from legal documents and related police reports. The results of the study indicate that the Riau Police PPA Unit has very vital duties and functions in handling cases of sexual violence against children. Based on applicable laws, such as Law Number 35 of 2014 concerning Child Protection and other regulations, the PPA Unit is responsible for providing childfriendly services and protecting children who are victims so that they can get justice. However, in practice, although there are various supporting policies, there are still various obstacles in the implementation of legal protection, such as limited resources, inadequate special child service facilities, lack of psychological support, and less than optimal coordination with other institutions. This study aims to evaluate the effectiveness of legal protection provided by the Riau Police PPA Unit for children as victims of sexual violence. The results of this study are expected to provide constructive input in improving the quality of services to victims, strengthening protection mechanisms, adequacy of facilities in child services and providing recommendations for improving child legal protection policies in the future. Thus, it is hoped that in the future a more effective and comprehensive legal protection system can be created for children in the jurisdiction of the Riau Police.
