Abstract
Trafficking is a complex crime involving violations of human dignity with women and children as the main victims. This crime arises due to various factors that encourage human trafficking, one of which is the economic factor which is the main reason for the occurrence of Human Trafficking. The increase in cases of Human Trafficking in Kuantan Singingi Regency can be caused by weak law enforcement. One of them is law enforcement by the police. The main problem in this study is how to enforce the law against perpetrators of the trafficking, and what are the obstacles in implementing law enforcement against perpetrators of trafficking at the Kuantan Singingi Police Resort (Polres Kuansing). The method used in this study is empirical legal research and a literature analysis approach as supporting data. The data sources used in this study are primary data obtained directly from interviews with predetermined sources and secondary data sources obtained from various literature and laws and regulations, and the nature of this study is descriptive analysis. From the results of the study it is known that the Human Trafficking is a form of modern slavery that violates human dignity. The implementation of law enforcement against the Human Trafficking carried out by the Kuantan Singingi Police is a preventive law enforcement effort and a repressive law enforcement effort. The preventive law enforcement effort carried out by the Kuantan Singingi Police in this case is the Kuansing Police coordinating with the local government to carry out integrated prevention of Human Trafficking and provide counseling and socialization to the community about the Human Trafficking. While repressive law enforcement efforts are carried out through a series of activities regulated in applicable laws and regulations, namely investigations, inquiries, arrests to the transfer of case files for further processing at the level. In carrying out law enforcement, there are several obstacles faced including; inadequate facilities and infrastructure, lack of personnel and lack of information from the local community about the dangers of Human Trafficking.
