Abstract

Indonesia is the largest archipelagic country in the world, consisting of 17,508 islands (large and small), Riau Archipelago Province is one of 37 Provinces in Indonesia, the geographical conditions of the Riau Archipelago Province are closely related to maritime affairs and fisheries as well as coastal areas and islands small islands because there are 2.408 large and small islands both inhabited and uninhabited. Maritime and fishery management in coastal areas and small islands must be prioritized because they are a source of livelihood for coastal communities and as a support for regional original income. The main problem in this research is how is the legal policy on marine and fisheries management in coastal areas and small islands in the Riau Archipelago Province and how is the harmonization of laws and regulations related to marine and fisheries in Indonesia. This research is included in normative-empirical legal research, which is an approach by looking at a legal reality in society. The nature of this research is analytical descriptive, that is, it reveals laws and regulations related to legal theories that are the object of research. Likewise with the law in its implementation in society with regard to the object of research. In this study, the results obtained were that marine and fishery management in the coastal areas and small islands of the Riau Archipelago province had not been implemented optimally and related legal policies to support this had not yet been stipulated. Finally, only the Regional Regulation RZWP3K and the Regional Regulation must also be integrated with the Regional Regulation on Regional Spatial Planning. as well as the existence of disharmony or overlapping of laws and regulations related to maritime affairs and fisheries in terms of enforcing the law of the sea so that it can trigger the emergence of sectoral egos between agencies.
