Abstract

Siak Hulu District is a sub-district that has the most waste generation among other sub-districts in Kampar Regency. Therefore, Siak Hulu District is inseparable from various problems regarding waste. The problem that arises is the absence of routine waste transportation in Siak Hulu District to the Final Processing Site. Then there was the accumulation of garbage on vacant land and roadsides close to community settlements which caused bad smells and flooding. Furthermore, the waste facilities are inadequate, such as the absence of Temporary Storage Sites, no Final Processing Sites and no garbage trucks. The purpose of this study was to evaluate the implementation of local government policies regarding waste management in Siak Hulu District, Kampar Regency, and to find out the inhibiting factors in implementing local government policies regarding waste management in Siak Hulu District, Kampar Regency. This type of research is qualitative descriptive. The theory used in this research is evaluation theory which consists of indicators of effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. The results of this study show that the activities carried out in waste management in Siak Hulu District, Kampar Regency, are not running well and are environmentally sound. The obstacles in the implementation of regional government policies are influenced by limited waste facilities and infrastructure, limited human resources in implementing waste management activities and the main factor is limited waste budget.
