Abstract
Every government policy aimed at advancing the general welfare is a dream for all of us. Social welfare is a constitutional mandate that was formulated in the preamble of the 1945 Constitution. In fact, the Ministry of Finance (Ministry of Finance) noted that up to the realization of the distribution of funds for the Staple Food Card or Non-Cash Food Assistance (BPNT) program as of April 2021 it reached 38.34 percent or equivalent to Rp. 17.3 trillion. This fact is not surprising because the BPNT program is a continuation program of Rastra (Beras Sejahtera) which has transformed into BPNT with the aim of efficiency in absorbing aid through the 6Ts, namely right: target, time, quantity, quality, price and administration. The absorption of the government budget of 30 percent is a separate problem in the implementation of the BPNT program.The main problem in this research is, What is the Juridical Review of Trade Through E-warong which was formed by the Siak Regency Government Based on Minister of Social Affairs Regulation Number 5 of 2021 Concerning the Implementation of the Staple Food Program which includes a Prohibition of Monopoly and Unfair Business Competition? The research method used is observational research or by means of surveys meaning that research that goes directly to the field is carried out to collect data obtained from respondents either through questionnaires or interviews to serve as material in research writing, while its nature is descriptive, namely describing the condition of the subject or object of research. as well as the problems encountered in the field as they are. The results of the implementation of the e-Warong location have met the basic criteria or criteria, namely being able to serve 500 (five hundred) to 1000 (one thousand) Beneficiary Families. Even though the e-Warong is located in an alley, the beneficiary families (KPM) can easily access the location. So that road accessibility is sufficient in realizing the implementation of the e-Warong program, EDC Machines and Family Prosperous Cards (KKS) are also needed. the criteria and requirements for becoming an e-warong are relatively easy to complete, the Government's obligations are socialization and evaluation that must be carried out, as well as the guidance provided by e-warongs and so on has been carried out properly., lack of strict rules on sanctions given by e-warong so that according to the results of the survey, several e-warongs are still acting fraudulently and raising prices beyond the provisions. And not all rescue efforts carried out by e-warongs can run well and smoothly, this is only done to maintain the collectibility of e-warongs.
