Abstract

Health is the main capital that allows everyone to live a productive life socially and economically. As article 1 paragraph 1 of Law No. 36 of 2009 concerning Health explains that health is a state of health, both physically, mentally, spiritually and socially, which allows everyone to live productively socially and economically. The field of pharmacy is within the scope of the world of health, which is closely related to products and services for health. In carrying out pharmaceutical practice in pharmaceutical service facilities at the Pharmacy, it is carried out by a Pharmacist as the person in charge of the Pharmacy assisted by Pharmaceutical Technical Personnel consisting of Bachelor of Pharmacy, Pharmacy Associate Expert and Pharmaceutical Analysis. The presence of a Pharmacist at the Pharmacy during service hours is very important, because there are certain types of drugs that must be given education on the content and side effects of these drugs by the Pharmacist to people who redeem drugs with a doctor's prescription. In this study, it is focused on the responsibilities of pharmacists based on pharmaceutical work in case studies at pharmacies in Pekanbaru City and it is known that there are 304 pharmacy outlets registered with the Pekanbaru City Health Office. Based on the Decree of the Central Board of the Indonesian Pharmacists Association Number: PO.004/PP.IAI/1418/VII/2014 Organizational Regulations Regarding Disciplinary Guidelines for Indonesian Pharmacists Allowing the implementation of pharmaceutical practice which is their responsibility, without their presence, or without a substitute pharmacist and/or a legal assistant pharmacist and delegating work to certain health workers and/or other personnel who do not have the competence to carry out this work is a form of violation of Pharmacist discipline. The purpose of this study is to analyze how the responsibilities of pharmacists based on pharmaceutical work and analyze whether there are obstacles in the implementation of the responsibilities of pharmacists based on pharmaceutical work in the city of Pekanbaru. The research method used is juridical sociological with qualitative descriptive data processing. The data used are primary data obtained from direct field research, and secondary data sourced from literature studies. The results showed that the Pharmacist as the person in charge of the Pharmacy has a considerable responsibility, but the Pharmacist as the person in charge of the Pharmacy often leaves the Pharmacy during operating hours without justifiable reasons, or without delegating pharmaceutical officers who have the authority to do so. This also hampers the implementation of pharmaceutical services which are the duties of the Pharmacist as stipulated in PMK RI Number 73 of 2016 concerning Pharmaceutical Service Standards in Pharmacies which include: Prescription Assessment and Service, Dispensing, Drug Information Service (PIO), Counseling, Home Pharmacy Care, Monitoring Drug Therapy (PTO), Monitoring Drug Side Effects (MESO).
