Abstract

Forest and land fires are not a rare disaster in Indonesia, especially in Riau Province. Riau Province is one of the provinces in Indonesia that has a high risk of forest and land fires due to climate change. The number of villages prone to forest and land fires in Riau is highest in Rokan Hilir Regency. The main problem in this study is law enforcement against perpetrators of forest and land burning in the jurisdiction of Rokan Hilir Police Station and obstacles in law enforcement against perpetrators of forest and land burning in the jurisdiction of Rokan Hilir Police Station. The research method used is empris legal research conducted by means of field surveys such as observation, interviews and documentation. While the nature of this research is descriptive analytical, namely providing and explaining something that happens clearly and systematically. The results of the study show that the number of cases of forest and land fires is still very high, but in law enforcement against perpetrators of forest and land burning in the jurisdiction of the Rokan Hilir Police, it has been carried out properly in accordance with applicable regulations by means of Pre-emtif Action, namely socialization, mapping of forest and land fire prone areas, training in making and building canal barriers, empowering village communities, Preventive Action, namely patrols, preparation for fire fighting and fire fighting, and Repressive Action, namely investigation, investigation, arrest, detention and submission of cases to public prosecutors. While the obstacles are difficult to find evidence and witnesses, facilities and infrastructure factors, community factors, and cultural factors.
