Abstract
This study aims to determine the implementation of the Integrity Pact of the Regional Auditor Inspectorate of Rokan Hulu Regency in the duties, functions, roles, authorities and responsibilities of supervising the administration of regional government of Rokan Hulu Regency and to determine the supporting and inhibiting factors for the successful implementation of the Integrity Pact of the Regional Auditor Inspectorate of Rokan Hulu Regency in Improving Performance of Local Government Oversight of Rokan Hulu Regency. The results of the study indicate that the implementation of integrity pacts has generally been implemented by auditors in the framework of carrying out supervisory duties on the administration of regional government so that the implementation is more morally and ethically controlled because this integrity pact is a promise to oneself about a commitment to carry out all duties, functions, authorities, roles and responsibility in accordance with laws and regulations and the ability not to engage in corruption, collusion and nepotism. Integrity pact as a moral promise to carry out duties and responsibilities in accordance with applicable regulations is of course difficult to prove if it is not accompanied by attitudes and actions, especially regarding corrupt behavior or practices. When someone has signed an integrity pact, it is hoped that the person concerned will behave and act proactively in efforts to prevent and eradicate corrupt practices, not only within the institution but in all aspects within their environment and authority. In other words, when someone promises morally to uphold integrity, then it is done not only for himself but is expected to be actively involved in preventing acts that lead to corrupt acts and other despicable acts. This involvement can be in the form of monitoring actions and also reporting.
