Abstract

The Village Head plays a crucial role in this process, starting from initiation to enacting Village Regulations (Perdes). The duties of the Village Head include coordinating with various related parties, preparing draft Village Regulations, and holding deliberative meetings to obtain approval from the Village Consultative Body (BPD) and the community. Once the draft is approved, the Village Head is responsible for signing and enacting the Village Regulation, as well as overseeing its implementation. This authority also includes monitoring the implementation of the Drinking Water and Sanitation Management System (SPAMS) to ensure compliance with regulations and management effectiveness. One of them is Village Regulation Number 8 of 2021 concerning Drinking Water and Sanitation Management Systems (SPAMS) in Bukit Kauman Village, Kuantan Mudik District, Kuantan Singingi Regency. The main objective of this Village Regulation is to improve the quality of drinking water and sanitation services in villages, support community welfare, and provide clear regulations for all relevant parties. Thus, the Village Head has a strategic role in ensuring the success and sustainability of the drinking water and sanitation management system in his village. The main problem in this research is how to implement the duties and authority of the Village Head in forming Village Regulation Number 8 of 2021 concerning Drinking Water and Sanitation Management Systems (SPAMS) in Bukit Kauman Village, Kuantan Mudik District, Kuantan Singingi Regency based on Law Number 6 of 2014 concerning Village and what are the obstacles in implementing Village Regulation Number 8 of 2021 concerning Drinking Water and Sanitation Management Systems (SPAMS) in Bukit Kauman Village, Kuantan Mudik District, Kuantan Singingi Regency. The research carried out is an empirical legal research method using research or field observations by surveying directly into the field, to collect primary data and secondary data obtained from respondents either through questionnaires or interviews to be used as data or information as material for writing this research. Based on the research results, it can be understood that: 1. The formation of Village Regulation Number 8 of 2021 concerning Drinking Water and Sanitation Management Systems (SPAMS) in Bukit Kauman Village, Kuantan Mudik District, Kuantan Singingi Regency started from submitting a draft village regulation, holding consultations with community, ratification by the Village Consultative Body, until it is applied to the community. However, in its implementation it does not involve the community. This is proven by the large number of people who are not aware of the existence of this village regulation regarding SPAMS. 2. Obstacles in establishing water and sanitation system management include insufficient budget, inadequate infrastructure, and lack of community participation in the implementation of water and sanitation system management.
