Abstract

Children are a gift and mandate from God Almighty that must be guarded and protected because in them there is dignity, dignity, and rights as human beings since birth. However, we often see children who should get their rights but are instead taken away by their own parents, even this happens since they are toddlers. One of them is the exploitation of children as beggars, where the exploitation that occurs is carried out by their own parents. Exploitation of children carried out by parents is a discriminatory attitude towards children, therefore the Government has an important role in protecting and providing justice for children's rights. Because cases of child exploitation have significant consequences for the future of children, especially on the physical and mental health of children. The main problem in this study is How is the role of social services in providing legal protection against the exploitation of children as beggars by parents in Pekanbaru City, what are the obstacles for social services in providing legal protection against the exploitation of children as beggars by parents in Pekanbaru City and What are the Efforts of Social Services in Overcoming the Occurrence of Exploitation of Children as Beggars by Parents in Pekanbaru City. This study uses a field study method, the research subjects are the Pekanbaru City Social Service, and children who beg, while the object is the role of the Pekanbaru City Social Service in providing legal protection for children who are exploited as beggars. Data collection tools in this study through observation, interviews, documentation, and literature studies. From the results of this study, the author concludes that in carrying out its duties and authorities, the Pekanbaru City Social Service has worked optimally in providing legal protection for children who are victims of exploitation as beggars, but there are several obstacles encountered in providing legal protection for children, these obstacles can come from within or from outside the agency. In dealing with cases of child exploitation that occur in Pekanbaru City, the social service has two forms of legal protection efforts, namely preventive legal protection and repressive legal protection.
