Abstract

The National Narcotics Agency is a non-ministerial government agency of Indonesia that has the task of government in the field of prevention and eradication of narcotics. The National Narcotics Agency is led by a head who is responsible to the president through the Chief of the Indonesian National Police. The legal basis for the National Narcotics Agency as a non-ministerial government agency is Presidential Regulation Number 23 of 2010 concerning the National Narcotics Agency. Efforts to prevent and overcome narcotics abuse require the role of parents as role models, the role of educators to always know their students' figures in depth, the role of the community who always have a sense of responsibility to play an active role and try to help prevent narcotics abuse in the community. The main problem in this study is how the Riau Province National Narcotics Agency's efforts are in preventing criminal acts of narcotics abuse and what are the inhibiting factors in making efforts to prevent criminal acts of narcotics abuse in Riau Province. The type of research is observational research or what is meant by survey form, is a research that uses interviews as a tool for unifying basic data by taking samples from a population. The nature of descriptive research is to describe the condition of the subject or object of research at the present time based on facts that appear as they are. Efforts of the Riau Province National Narcotics Agency in Preventing Criminal Acts of Drug Abuse are as facilitators or coordinators, socializers or counselors with other agencies in the prevention and eradication of drug abuse and illicit trafficking (P4GN). By means of socialization about the dangers of narcotics and narcotic precursors and providing information about P4GN while the obstacles in efforts to prevent and eradicate drug abuse, first is the problem of coordination. Second, lack of understanding of the main tasks and functions of related agencies. Third, community participation. Fourth, lack of quantity of BNN personnel and budget. The solution in efforts to overcome drug abuse, namely Preemptive is a prevention effort that is carried out early. Preventive, is an effort that is strategic in nature and is a medium-term and long-term action plan,but must be viewed as an urgent action to be implemented immediately.
