Abstract

This study aims to describe and analyze the Evaluation of the Implementation of the Regional Regulation of the City of Dumai Number 4 of 2014 regarding the participation of local government capital in the regional drinking water company Tirta Dumai Semai City of Dumai. . in the implementation of clean water management in the city of Dumai, the author sees a problem. The description obtained in the field shows that the implementation in the field has problems. There are problems with the implementation of clean water management in the city of Dumai so that clean water is not distributed and the water quality is not good. This encourages researchers to explain and analyze more deeply in academic studies of this phenomenon in the form of a thesis scientific work. Policy evaluation in principle is to assess a policy that has problems in its implementation. In this study, researchers refer to relevant theories in order to answer any basic problems in the evaluation of Regional Regulations. The theory used relates to the evaluation put forward by Wiliam N Dunn. The type of research applied here is qualitative research, which also uses processed data related to the research being conducted. This qualitative approach is defined as a research procedure that produces descriptive data in the form of written or spoken words from people and observable behavior. The data collected in this paper uses mostly secondary data, whereas primary data is to complement/support the analysis of the secondary data obtained from interviews with competent informants in answering this problem. From the results of the research it is known that the evaluation of Regional Regulations related to capital participation in the Tirta Dumai business entity in the implementation of clean water management in the city of Dumai still has various problems. To answer these problems the indicators used are Effectiveness, Efficiency, Adequacy, Alignment, Responsiveness, Accuracy.
