Abstract

The consideration underlying this research is that the capacity of the Tanjung Rhu Kelurahan Government is still limited after becoming a sub-district apparatus, even though the kelurahan is required to develop the character of efficiency, effectiveness and responsiveness in serving the community. In general, this study aims to describe the development of the capacity of the Tanjung Rhu Village government after becoming a district apparatus after previously being a regional apparatus. This study uses a qualitative descriptive type. This study uses theory according to UNDP (2012) as an analytical tool, namely there are 3 (three) indicators of capacity building, namely the individual/human resource level; organizational level and system level. With data collection instruments are interviews, observations and documents related to the problem under study. The results of this study indicate that capacity building in the Tanjung Rhu sub-district government has not gone well at several sub-level indicators, it can be seen that there is still a lack of training for employees, inadequate infrastructure and policy capacity and implementation authority capabilities that have not developed properly . However, the organizational structure, work ethic, decision making and operational efficiency capabilities to provide public services effectively and efficiently are increasing and providing benefits to the community
