Abstract

Land disputes can be resolved through litigation and non-litigation, one of which is through mediation. Settlement of land disputes on double certificates through mediation can be done at the local Land Office. The Bukittinggi City Land Office plays a role in implementing land dispute resolution, one of which is through mediation. The formulation of the problem that will be discussed in this thesis is how the role of the Bukittinggi City Land Office is in handling land disputes regarding dual certificates through mediation, as well as factors that hinder the resolution of land disputes regarding dual certificates through mediation at the Bukittinggi City Land Office. The research method used is Observational Research by means of a survey, where the author conducts research directly to the research location. While this type of research is descriptive using qualitative methods to provide clear phenomena or explanations. Primary data was obtained through direct interviews with the National Land Agency of Bukittinggi City. The results of the study related to the implementation of land dispute resolution for double certificates through mediation at the Bukittinggi City Land Office are that the Bukittinggi City Land Office acts as a facilitator in resolving land dispute problems through mediation. Inhibiting factors in the implementation of mediation at the Bukittinggi City Land Office include the difficulty of agreeing on a mediation schedule between the disputing parties, and both parties are often in different areas, thus hindering the mediation process. Another inhibiting factor is the absence of an agreement between the disputing parties because both parties insist on their respective desires so that the objectives of mediation are not achieved.
