Abstract

Various criminal acts that occur in society, one of which often occurs is the crime of embezzlement. The crime of embezzlement is a crime that begins with a trust in others, and that trust is lost due to weak honesty. In fact, there are many cases of embezzlement with various modes that show the increasing level of crime that occurs, especially in the Rokan Hulu Police Jurisdiction. The formulation of the problem in this problem, there are two main problems, namely first how is the process of law enforcement against the crime of embezzlement in the Rokan Hulu Police, second what are the obstacles faced by the Rokan Hulu Police in enforcing the law against perpetrators of the crime of embezzlement. This study uses sociological legal research, namely where research with field data as the main source of data generated from the community environment. The process of law enforcement against the crime of embezzlement in the Rokan Hulu Police is the first process of investigation, the second process of collecting evidence if two pieces of evidence have been fulfilled then it is raised to the investigation process and if there are elements of the crime and the crimes then it is held as a suspect determination and arrested, detained. If the files and evidence are complete and fulfilled, they will be forwarded to the Public Prosecutor for further processing. The obstacles faced by the Rokan Hulu Police in enforcing the law against perpetrators of embezzlement are the lack of cooperative people, embezzled evidence, many people who report it hope for their rights to be returned, the perpetrator's domicile, public reports of this embezzlement, often found fictitious names in the report.
