Abstract
One of the problems of the Indonesian nation and even the world today that always gets attention is the problem of narcotics. The term narcotics is no longer a foreign term in Indonesia, almost every day the information reported in several mass media including print and electronic media is full of information about narcotics issues. The current situation is clearly very worrying where the abuse of narcotics and the spread of narcotics in society are increasingly rampant. In addition, narcotics do not only target adults or parents but also children as the next generation. The form of crime that exists in society is narcotics crime, especially related to narcotics abusers. The main problem in this study is the factors that cause narcotics circulation in the jurisdiction of the Lingga Police, the modus operandi of narcotics circulation in the jurisdiction of the Lingga Police, and police efforts to overcome narcotics circulation in the jurisdiction of the Lingga Police. The research method used in this study is empirical sociological/Survey, while the nature of this research is descriptive. The population in this study was the Head of the Lingga Police Narcotics Unit, 1 (one) investigator from the Narcotics Unit and 1 (one) member of the UPTD Transportation Service Region V of Lingga Regency with the census technique and the data collection tool used was interviews. From the results of the research conducted by the author, it is known that the Factors of Narcotics Circulation in the Lingga Police Jurisdiction can be drawn from various aspects, including social, economic, geographical, and law enforcement. Modus Operandi of Narcotics Circulation in the Lingga Police Jurisdiction, namely the perpetrators use various sophisticated and organized methods to avoid detection by the authorities. The common modus operandi encountered includes smuggling by sea, considering that the Lingga area consists of many islands and waters that are difficult to monitor strictly, and Police Efforts in Overcoming Narcotics Circulation in the Lingga Police Jurisdiction, namely Pre-emptively, Preventively, and Repressively.
