Abstract
The crime of aggravated theft is ordinary theft which in its implementation is accompanied by certain aggravating circumstances. It is regulated in Article 363 of the Criminal Code, where aggravation in this case is carried out by imposing a criminal sentence plus 1/3 of the main sentence. This research will focus on law enforcement efforts against criminal acts of theft with weights in the Senapelan Pekanbaru Police Area. This weighted theft has a negative and detrimental impact on society. Through this research, it is hoped that it can reveal the extent of the effectiveness and efficiency of law enforcement efforts carried out by the police in dealing with cases of theft with these weights. The formulation of the problem in this research is first, how to enforce the law against perpetrators of criminal acts who commit incidents of theft with weights in the jurisdiction of the Senapelan Pekanbaru Police, and secondly, what are the obstacles to implementing law enforcement against violators in the jurisdiction of the Senapelan Pekanbaru Police The research method used is an empirical research method or referred to as sociological legal research. This research utilizes a field study approach and is descriptive analysis. Obtained through observation , experience, experimentation, with primary and secondary data used. The primary collection tool is interviews, while the secondary collection tool is laws supported by books, journals and articles, and so on. The results of the research in this study are first, the type of law enforcement carried out by the Senapelan Pekanbaru Police, namely, the investigation and inquiry process, investigation is a series of investigatory actions which aim to find an incident that is suspected of being a criminal act and to determine whether or not the investigation can be continued with a search, confiscation, arrest and detention of the perpetrator. Second, the obstacles experienced are internal challenges in the form of the police's lack of police personnel, external challenges in the form of sanctions which are reluctant to provide information or evidence. So the number of investigators is not proportional to the population in a fairly large area and the police work more effectively to collect relevant evidence.
