Abstract

Countermeasures are efforts to prevent, deal with, or overcome situations that include preventive actions and improving prisoner behavior. In other words, dealing with theft can be done preventively and repressively. In contrast to repressive violations, preventive control aims to prevent various violations of norms and deter the perpetrators. Countermeasures are useful for preventing events or actions that have already occurred from happening again. The focus of this research is what factors cause criminal acts of motor vehicle theft to occur in the jurisdiction of the Dumai Police, what are the perpetrators' methods of committing motor vehicle theft, and how to prevent these crimes from occurring in the jurisdiction of the Dumai Police. The author chose observational research and conducted a direct survey to obtain primary and secondary data. To collect data, the author interviewed a number of respondents, namely: Head of Criminal Investigation Unit, Police Members, and Perpetrators. Research shows that motor vehicle theft is triggered by various factors, both from within the perpetrator and from outside. Internal factors include the level of education and character of the individual, while external factors include economic conditions, the surrounding environment, and the influence of globalization. Motor vehicle theft perpetrators use various modes of operation, such as pretending to borrow or rent a vehicle, using a T-key, stalking and following the victim before intercepting, and using a fake identity to apply for vehicle credit.
