Abstract

The Narcotics Law clearly gives authority to both the Police and the BNN to carry out investigations and examinations of countermeasures against narcotics crimes. Article 75 letter j as mentioned above that this Law states the techniques carried out by investigators namely undercover buy and controlled delivery. Based on the background above, the problems that will be answered in writing this thesis include, first, how is the implementation of undercover buying in uncovering the illicit circulation of narcotics in the jurisdiction of the Pekanbaru Police Narcotics Unit and the constraints in carrying out undercover purchases in uncovering circulation. Illegal Narcotics in the Legal Area of the Pekanbaru Police Narcotics Unit. This type of research is Sociological or observational research by means of a survey, namely research that collects data directly from the population with a data collection tool, namely interviews, after which the data is collected and processed so that conclusions are obtained using the deductive method. Meanwhile, when viewed from its nature, this research is descriptive in nature, namely research that explains in the form of clear and detailed sentences. Implementation of Covert Purchases (Undercover Buy) in Revealing the Illicit Trafficking of Narcotics in the Legal Area of the Narcotics Unit of the Pekanbaru Police, that in disclosing narcotics crimes in the process of investigating narcotics crimes which is justified by law no. 35 of 2009 concerning Narcotics, where an informant or member of the Pekanbaru Police Narcotics Satres (under cover), acts as a buyer in an illicit transaction of buying and selling Narcotics and Psychotropics, with the intention that when this happens, the seller or intermediary or people who relating to the supply of narcotics and psychotropics can be arrested along with the evidence in it. This undercover purchase must be carefully prepared, because this operation is a quite dangerous operation because it involves the lives of the people involved. Obstacles in the Implementation of Undercover Buys in Revealing the Illicit Trafficking of Narcotics in the Legal Area of the Pekanbaru Police Narcotics Unit include: Internal Obstacles, and External Obstacles. The internal constraints include: Number of personnel, lack of equipment required in implementing the Undercover Buy method. While external obstacles include: In obtaining informants/espionage, determining the location of covert purchases and investigators receiving terror and narcotics networks using mine techniques.
