Abstract

The Danau Rusa area in Kampar Regency holds great potential as a nature-based tourism destination. However, this potential has not been fully optimized due to the low level of community participation in tourism management. The lack of adequate facilities, limited public awareness, and the absence of a structured management system remain the main obstacles to the area's development. Therefore, community involvement is a crucial element in realizing inclusive and sustainable tourism. This study aims to formulate strategies to increase community participation in the management of tourism in the Danau Rusa area. The research employs a mixed-method approach, combining qualitative descriptive techniques and SWOT analysis integrated with IFAS and EFAS matrices. Data collection was carried out through direct observation, interviews with local communities and stakeholders, as well as field documentation. The 4A concept (Attraction, Accessibility, Amenities, and Ancillary/Threats) was also used to evaluate the existing conditions of the area. The result reveal that community involvement is influenced by social, economic, institutional, and infrastructural factors. The formulated strategies emphasize the importance of community empowerment through training programs, business assistance, and institutional support from the local government. The strategic recommendations are expected to serve as a foundation for policies and programs aimed not only at increasing tourist visits but also at enhancing the overall welfare of the local population.
