Abstract

The majority of Indonesia's population is Muslim, therefore in Indonesia there is a lot of buying and selling of affordable halal food, such as beef which is very easy to obtain in Indonesia, therefore the government issued regulations related to Halal Product Guarantees to protect consumer rights. One of the markets or shopping centers that sell beef in Indonesia is Pasar Pagi Arengka in Pekanbaru City. In accordance with Article 58 paragraph 1 of Law no. 18 of 2009 concerning Animal Husbandry and Animal Health, this study discusses how to protect Muslim consumers against the supervision of halal guarantees for selling food products such as beef and what are the obstacles in implementing halal certification for selling beef products circulating in Arengka traditional markets. With a mixed methods research method. This study found that consumer protection at Arengka Morning Market, Pekanbaru City, Riau Province, is not in accordance with what is regulated in the consumer protection law in terms of the elements of comfort and inner peace in consuming beef products, as well as the obstacles found in the implementation of halal certification in Pekanbaru's Arengka morning market, namely the legal factors themselves, the expert factors, the lack of entrepreneur awareness of the importance of halal certification, the lack of legal outreach to the public and traders, as well as the lack of budgetary and employee costs and law enforcement factors.
