Abstract

In order to eradicate election crimes, the government delegates the handling to the Integrated Law Enforcement Center. The Gakkumdu Center as an integrated law enforcement center has an important role in handling election crimes. In Article 486 point (1) of Law Number 7 of 2017, Gakkumdu aims to equalize the understanding and pattern of the election crime process by the Election Supervisory Agency, the National Police of the Republic of Indonesia, and the Attorney General of the Republic of Indonesia. It is further explained in Article 1 of the Republic of Indonesia General Election Supervisory Agency (Bawaslu) Regulation Number 31 of 2018 concerning Integrated Law Enforcement Centers, Gakkumdu is the center for legal activity for election crimes. In several cases of election violations, only a few were prosecuted, for example regarding the distribution of campaign materials in educational settings or school facilities and the provision of basic necessities by one of the legislative team candidates through the village government. The main problem in this research is How is Integrated Law Enforcement in Handling Crime in the 2024 Legislative Election in Kampar Regency, and what are the Obstacles to Integrated Law Enforcement in Handling Crime in the 2024 Legislative Election in Kampar Regency. The type of research is observational research or what is meant by survey form, is a research that uses interviews as a tool for unifying basic data by taking samples from a population. The nature of descriptive research is to describe the condition of the subject or object of research at the present time based on facts that appear as they are. Integrated law enforcement in handling criminal acts in the 2024 legislative elections in Kampar Regency, is in accordance with applicable legal regulations but there are still obstacles that occur. The stages carried out in the action are receipt of Findings/reports, Discussion, Study, Investigation, Bawaslu Plenary Meeting, Investigation and Discussion of Results. One of the cases that has been decided legally by the Kampar District Court with Decision Number 148/Pid.Sus/2024/PN Bkn. The article applied is Article 490 of Law Number 7 of 2017 concerning general elections. Obstacles are, Differences of opinion, handling procedures, authority and substantive justice, demographic and geographical conditions and the lack of communication equipment in several areas that hinder the activities of the Gakkumdu Center, there is still public distrust regarding the effectiveness of the Gakkumdu Center and the existence of certain subjectivities from elements in the Gakkum Center in handling certain cases.
