Abstract

Minister of Home Affairs Regulation Number 18 of 2018 concerning Village Community Institutions and Village Traditional Institutions states that Village Community Institutions, abbreviated as LKD, are a forum for community participation as partners of the Village Government, taking part in planning, implementing and supervising development as well as improving village community services. The main objective of this research is to determine the role of the Bengkalis Regency Community and Village Empowerment Service in coaching Village Community Institutions (LKD) in Siak Kecil District and the obstacles. The research type is descriptive qualitative. Data collection techniques using observation and interviews. The results of the research are that the Bengkalis Regency Community and Village Empowerment Service plays quite a role in coaching Village Community Institutions in Siak Kecil District, especially in institutional capacity building programs, facilitation programs for structuring, empowering and utilizing institutions as well as socialization activities for Minister of Home Affairs Regulation Number 18 of 2018. However, these programs have not yet been implemented fully implemented in villages in Siak Kecil District. Then, the inhibiting factors in coaching Village Community Institutions include a lack of community awareness and participation regarding the existence of Village Community Institutions, limited budget or funding and rapid changes in regulations or policies.
