Abstract

Bengkalis Regency is one of the regions in Riau Province which has a rich culture that can be developed, especially in the tourism sector which is the locomotive driving the regional economy. In the tourism sector, Bengkalis Regency always holds events which have quite a lot of interest both locally and internationally, one of which is the colok lamp festival which already has the WBTB designation from the Ministry of Education and Culture. The aim of this research is to determine the direction of appropriate forms of community participation for holding the Colok Lampu Festival in Bengkalis District, Bengkalis Regency with the target of identifying potentials and problems in organizing the Colok Lampu Festival, assessing the factors inhibiting community participation and identifying the form and level of community participation in organizing it. The Colok Light Festival is in Bengkalis District, Bengkalis Regency. The results obtained are that the Colok Light Festival has the potential to become a supporting force and help the community in marketing MSMEs. And the problem was discovered that there was a lack of parking space, photo spots and public toilets for visitors. Furthermore, it can be concluded that the obstacles to community participation are the factors of productive age and the availability of wooden miniature plug lamps. Apart from that, it can be concluded that the form and level of community participation found was that the community took part in developing ideas 68%, thinking 46%, meetings 70%, supervision 41%, development 58%, maintenance 72%, money 39%, goods 22%, skills 63%. Overall, around 72% of the community participated, so it can be concluded that the direction of the form and level of community participation is quite high and appropriate.
