Abstract
This research is motivated by the characteristics of settlements in Sago Village, Senapelan District, Pekanbaru City which focus on trade and services. Based on the Pekanbaru City Urban Slum Settlement Prevention and Quality Improvement Plan (RP2KPKP) document for the 2016-2019 period, Sago Village was identified as a heavy slum area. As a result of the increasing population and physical growth of cities in every urban area, including Sago Village. This area is used as one of the target facilities for developing city development activities. Regional development planning is prepared by the government in a participatory manner, namely by involving several related parties in preparing regional development plans. The aim of this research is to analyze the level of community participation in overcoming slum settlements in Sago Village. This research uses a qualitative descriptive analysis method using the Likert Scale method to determine the factors that influence community participation and a qualitative descriptive analysis method using the Guttman Scale method by looking at the stages based on Arnstein's Theory to determine the level of community participation in overcoming slums in Sago Village. . Data collection was carried out using field observation methods, distributing questionnaires and interviews. The results of this research show that the factors that influence the level of community participation in Sago Village are gender, age and level of education, where gender is the highest factor with a score of 1260 or all 84 respondents said that gender influences the level of community participation in Sago Village. Based on the results of the analysis of the level of community participation, it is known that the level of community participation in Sago Village based on Arnstein's theory is at the Information Providing (Informing) stage, namely 78%, where this information is only given in one direction, namely from the government to the local community without any assistance. hope for reciprocity.
