Abstract
Based on records from the Ministry of Women and Child Protection Empowerment (KemenPPPA), in 2022 cases of sexual violence against children reached 9,588 cases. Cases of sexual violence have increased from the pandemic period in early 2019 to 2022. Child Grooming is very dangerous and adversely affects children. So it is necessary to protect and educate children so as not to be trapped by groomers (the name for child grooming perpetrators) and not add many victims. Until now there are still many pedophiles who roam around with various new modes of action. One of the new modes is Child Grooming which is carried out by perpetrators by utilizing technological sophistication. In the thesis entitled "Juridical Analysis of Child Grooming as a New Mode in the Criminal Act of Sexual Abuse of Children in the Covid-19 Pandemic Era" is discussed in the problem, namely: Factors Causing the Occurrence of Criminal Acts of Sexual Abuse with Child Grooming Mode Against Children and the Impact of Criminal Acts of Sexual Abuse with Child Grooming Mode on Children. The method used to answer the problems mentioned above is the Normative Legal Research research method. Meanwhile, judging from its nature, this research is descriptive analytical. Data is obtained through literature studies such as books, journals, theses, papers, proceedings, and laws and regulations. The results of the study showed that many factors cause child grooming including: 1) Manipulation, various manipulation techniques are used to increase the power and control of the perpetrator over the victim; 2) Accessibility, Perpetrators utilize internet technology to interact either one or two ways with victims through social media; 3) Rapport Building, the perpetrator makes adjustments to behavior and communication style so as to make the victim comfortable talking to the perpetrator; 4) Sexual Context, the perpetrator does things like talk obscenely, seduce the victim, send pornographic images or associate the chat with pornographic things; 5) Risk Assessment, Risk assessment is seen from several aspects, namely individual victims, factors related to the internet and the surrounding environment; 6) Deception, sometimes perpetrators disguised as peers or young people. Child Grooming has a negative impact that can cause trauma to children. There are 4 effects of child grooming: 1. The victim experiences trauma, depression, excessive anxiety, and experiences fear and feeling depressed. 2. Victims tend to withdraw from social life 3. Loss of ability to move freely and participate in spaces both online and offline; and 4. Loss of confidence in yourself and others.
