Abstract

Smuggling is a special crime that damages the country's economy and the security and hygiene in the country. Moreover, it can harm the local market industry in Indonesia. This research will focus on law enforcement efforts against the criminal act of smuggling imported used shoes at the Special Criminal Investigation Directorate (DITRESKRIMSUS) of Riau Police. The phenomenon of smuggling imported used shoes has a negative impact on public health and harms the domestic industry. Through this research, it is expected to reveal the extent of the effectiveness and efficiency of law enforcement efforts carried out by the police in tackling the smuggling case. The formulation of the problem in this study is first, What is the form of law enforcement implementation at the Riau Polda DITRESKRIMSUS in the case of smuggling imported used shoes and the second, What are the obstacles faced by the Riau Police DITRESKRIMSUS for law enforcement in the case of smuggling imported used shoes. The research method used is an empirical research method or referred to as sociological legal research. This research utilizes a field study approach and is analytical discriptive. Obtained through observation, experience, experimentation. With primary and secondary data used. The primary collection tool is the interview, while the secondary collection tool is the Law supported by books, journals, and articles, and so on. The results of the research in this study are first, the form of law enforcement implementation carried out by DITRESKRIMSUS, namely, the process of investigation and investigation, investigation is a series of investigator actions aimed at finding an event that is suspected of being a criminal act and to determine whether or not the investigation can be investigated in the manner regulated in the law. This was followed by a search, seizure, arrest and detention of the perpetrators.
