Abstract

In the current era of globalization, motorized vehicles, both two-wheeled and four-wheeled, are very necessary, in order to facilitate transportation needs in making it easier for people to travel and move. Vehicles are also used as a standard of one's social status. In fact, in today's life we often find people who use their vehicles as business land. In essence, many people take advantage of this situation by committing crimes, such as theft, fraud, embezzlement and many other modes. It is very important for us to know that evil can happen to anyone and at any time. An example of a case that occurred in the jurisdiction of the Bengkalis police station where this violated article 372 of the Criminal Code, Article 372 states that whoever intentionally and unlawfully owns an object that wholly or partly belongs to another person, which is in his power not because of a crime, is threatened with embezzlement with a maximum prison sentence of four years. This study aims to (1) To provide benefits as a starting point in further research and useful to increase the author's knowledge and insight about Perpetrators of Motorcycle Embezzlement Crimes in the Bengkalis Police Jurisdiction. (2) From a practical point of view, the results of this research can be used as consideration or input for the theoretical development of criminal law. (3) To determine the efforts of the police to prevent the occurrence of the Crime of Embezzlement in the Bengkalis Police Jurisdiction. The method used in this study is a qualitative approach with an observational type or using survey methods, according to its nature, this research is empirical juridical (based on facts). Data collection techniques use interview, observation and documentation techniques. And the data analysis techniques used in this study are data collection, data reduction, data presentation and conclusions. From the results of this study, it can be concluded that the factors that cause many of the most important and / or most basic motorcycle embezzlement crimes are caused by economic factors. This is because the minimum wage is very minimally received by the perpetrator at his job or does not have a job at all. Which in the absence of costs to support their living costs makes one of the triggers for committing motorcycle embezzlement crimes in the jurisdiction of the Bengkalis police station. The countermeasures carried out by the police in carrying out preventive actions by holding regular counseling and socialization, while repressive actions in the form of arrests, investigations and investigations of perpetrators. The solution to this research is that law enforcement further enhances countermeasures with prevention of motorcycle embezzlement crimes.
