Abstract
Children are the next generation of the nation who really need the role of adults during the process of growth and development. Parents' negligence in supervising the growth and development of children is one of the causes of children falling into prohibited acts such as narcotics use. Children who are serving a criminal period are placed separately from adult prisoners, namely placed in the Special Development Institute for Children. Currently the Class II Pekanbaru Special Development Institute for Children is inhabited by 91 child prisoners and 2 child detainees. While in the LPKA, children who use drugs are entitled to receive guidance with the intention that when the sentence is completed and return to the community the child becomes a better person and does not feel ostracized because of his status as an ex-convict. This research has 2 problem formulations, namely: how is the form of Coaching for Narcotics Users at the Class II Pekanbaru Children's Special Development Institute and what are the inhibiting factors for Coaching for Narcotics Users at the Class II Pekanbaru Children's Special Development Institute. The research method used in this research is to use sociological legal research by conducting research at the Class II Pekanbaru Special Development Institute for Children, the data used in this study were obtained through direct interviews, laws and regulations, books, journals, theses and opinions of experts. The overall data that has been obtained is analyzed normatively qualitative then concluded through the deductive method. Based on the results of the study, it is found that Coaching for Narcotics Users at the Class II Pekanbaru Special Development Institution for Children has been carried out, but the implementation is still not optimal because there is no structured schedule. The forms of coaching available at the Class II Pekanbaru Special Development Institute for Children are school coaching, religious coaching, skills coaching, physical/sports and mental/psychological coaching. The inhibiting factors for the Development of Narcotics Users at the Class II Pekanbaru Special Development Institution for Children are the child's personality, long distance traveled and lack of funds.
