Abstract

One of the crimes that is currently occurring in Indonesia is narcotics crime. The circulation of narcotics in Indonesia is increasingly widespread, we can see the current facts that Indonesia is no longer a place for narcotics distribution and has even become a place for narcotics production. This is because Indonesia, with its high population, makes it attractive for narcotics criminals. It was recorded that during the 2021-2022 period, the Dumai City BNN succeeded in uncovering 8 cases of illicit trafficking of class I drugs, types of marijuana and crystal methamphetamine, with 10 suspects. The aim of this research is to determine the efforts and inhibiting factors in dealing with class I narcotics in the Dumai City Area by the Dumai City National Narcotics Agency. This type of research is included in the category of empirical legal research/sociological legal research. Meanwhile, in terms of its nature, it is descriptive and tends to use analysis. The research carried out was located at the Dumai City National Narcotics Agency. The author uses the interview method to obtain data. Then use the deductive method as a means of drawing conclusions. The efforts made by the National Narcotics Agency in tackling the abuse of Category I narcotics in the Dumai City area include carrying out pre-emptive efforts to the community in all environments, carrying out preventive efforts such as community supervision, and taking repressive measures against users and dealers. In carrying it out, it was explained that the obstacle factors for the national narcotics agency include a lack of manpower, inadequate facilities and infrastructure, low community participation, weak law enforcement, and insufficient budget.
