Abstract

Land is inherently limited in its development, both in terms of the physical environment and its capacity to support activities. Developing new land without considering its potential and limitations can lead to suboptimal land use and may even result in environmental degradation. Bangkinang Kota Urban Area, as the capital of a regency in Riau Province, requires careful land development planning to prevent adverse environmental impacts. This study aims to formulate land-use directives for the Bangkinang Kota Urban Area based on physical environmental characteristics and land capability, utilizing Geographic Information Systems (GIS) to support sustainable spatial planning. The methodology employed is quantitative, with GIS serving as a tool for calculation, visualization, and spatial overlay, which is subsequently described. Physical environmental characteristics, including climatology, topography, soil type, geology, hydrology, natural hazards, and land use, are descriptively identified from maps. Land capability is analyzed through the overlay and calculation of nine Land Capability Unit (LCU) maps. These two datasets are then integrated to generate comprehensive information on land-use directives. The analysis results reveal five types of land use: residential areas, agricultural crops/horticulture, plantations, green open spaces (GOS), and riverbanks. New residential areas with a relatively high land capability class, accounting for 11.4% of the total land area, are prioritized for development. Residential areas with a medium land capability class, comprising 6.8% of the total land area, are the second priority for development. Reserve land is allocated for plantation use in case of increased land demand, particularly if the first and second priority lands are fully utilized.
