Abstract

Empat Balai Village has various resource potentials that can be utilized, including agriculture, plantations, fisheries, livestock, micro, small, and medium enterprises (MSMEs), as well as its social, economic, and cultural conditions. However, these potentials have not been optimally utilized due to several challenges, particularly the lack of clear and village-specific planning, limited community knowledge and skills in resource management, changes in land use, limited technology and infrastructure, and the absence of clear and directed planning, which hampers efforts to develop the village's potential. The aim of this study is to formulate a planning concept for Empat Balai Village. The research employs a qualitative descriptive method using both primary and secondary data. The analysis methods applied include SWOT analysis and IFAS-EFAS to formulate the planning concept for Empat Balai Village. The research results reveal that the policy study related to the planning of Empat Balai Village is based on the Kampar Regency Spatial Plan 2019–2039 and the Kampar Regency Regional Development Plan 2023–2026. The analysis of the village's physical and non-physical conditions indicates that Empat Balai Village is in good condition, with most roads paved and diverse resource potentials. Based on SWOT and IFAS-EFAS analyses, the village is positioned in Quadrant 1, with an X-value of 0.75 and a Y-value of 0.7, adopting an aggressive strategy that capitalizes on strengths to seize opportunities. Consequently, the planning concept for Empat Balai Village is formulated as a sustainable tourism village. Keywords : Strategic Policy, Existing Conditions, Planning Concept
