Abstract

The city of Pekanbaru acts as a provincial-scale service center and with significant demographic growth will trigger the mushrooming of billboards in every corner of the Pekanbaru city space. Regulations related to the implementation of billboards in Pekanbaru City are still ineffective in dividing the determination of billboard areas and regulating the technical provisions for the implementation of billboards. Disorderly implementation of billboards can result in losses from many aspects, and cannot optimize profits from the implementation of billboards. This study was conducted to analyze the suitability of billboards installed in the corridor of the commercial street of Pekanbaru City with established regulations. The commercial street corridor was chosen as the object of research because it is a strategic location for the installation of billboards. This study used a mixed descriptive method with the study population being all billboards on four commercial streets of the city, namely Jalan Sudirman, Jalan Imam Munandar, Jalan Tuanku Tambusai, and Jalan HR Soebrantas. The sample of this study is billboard type billboards and billboards with stand-alone typologies with pole supports installed in the corridor of the commercial street. The data used in this study include data on the condition of the installedbillboard system with field observations, and policy data related to the implementation of billboards in Pekanbaru City using literature studies. Both data were then analyzed using Schwab theory (1998) to evaluate the suitability of the installed billboard media with established regulations. The results showed that of the total 945 billboards installed on the four commercial roads, only 403 billboards (42%) were in accordance with established regulations. This research shows that there are still many billboards that are installed that are not suitable and need to be repaired, and the suitability of billboards is prioritized in the aspect of beauty. Therefore, the regulation of billboards needs to continue to be carried out strictly and regularly by the authorities so that the arrangement of billboards in the corridors of commercial streets can meet the stipulated conditions.
