Abstract
Efforts to meet the needs of Low-Income Communities for housing, the central government carries out various development policies so that the welfare of the MBR can be achieved. One of the policies implemented is to build simple rental flats. Rejosari and Yos Sudarso Flats in Pekanbaru City have a low occupancy rate in 2022, the occupancy rate for Rejosari Flats is 15 units out of 297 units and 27 out of 99 units in Yos Sudarso Flats. So this study aims to analyze the effectiveness of flats development in meeting the needs of Low-Income Communities in Pekanbaru City. This study uses a qualitative method. Data collection was carried out using a mixed questionnaire, observation, structured interviews with residents and managers and unstructured with the community around the Flats. The analysis used is descriptive analysis. The results of the study show that the effectiveness results are quite effective with details of the effectiveness of the Rejosari and Yos Sudarso Flats not being fully optimal in terms of accessibility, namely 69.5% and 65.1% and welfare 26.6% and 7.5%, then habitability is 100% at both flats and affordability 100% and 92%. The effectiveness of Rejosari Flat in targeting accuracy is quite effective and Yos Sudarso Flat is effective. The influencing factor is habitability.
