Abstract

The centralization of infrastructure in urban areas, namely Tembilahan City as the center of government, means that agricultural and fisheries production centers, which are generally located in coastal areas, tend to experience difficulties in obtaining services from these facilities, because interaction is very limited to these service centers. This then has an impact on inequality between urban and rural areas as the rear areas, and especially coastal areas which are geographically very difficult to reach. Kateman District, which is the main growth center (Hierarchy I), has a total of 185 residential facilities with 66 units of educational facilities, 13 units of health facilities, and 106 units of worship facilities. The approach in this research is deductive. This research is classified as a deductive approach because the researcher examines general problems based on testing a theory consisting of variables. There are still facilities that are not yet available for government facilities and public services in Kateman District, namely the Fire Brigade Office. There are still facilities that have not been met in Kateman District, namely kindergartens and reading parks. There are still facilities that have not been met in Kateman District, namely polyclinics, auxiliary health centers, posyandu and maternity clinics. There are still facilities that have not been fulfilled in Kateman District, namely prayer rooms. There are still facilities that have not been fulfilled in Kateman District, namely shops/stalls. And the fulfillment of sports facilities in Kateman District has been fulfilled due to the existing availability in Kateman District so that there is no fulfillment for sports facilities
