Abstract
Consumption of electronic cigarettes is very dangerous for health, but users of processed tobacco products are increasingly rampant, especially among teenagers and children under age. The dangerous content of these cigarettes is always underestimated by its users, as if it were a very trivial matter. In Indonesia, children under age start smoking due to a very high curiosity, where this begins with a very high curiosity, then tries and ends with addiction to electronic cigarette consumption. The formulation of the problem in this study is the first, how is the implementation of government regulation number 109 of 2012 concerning the protection of materials containing addictive substances in the form of tobacco products for health for underage electronic cigarette consumers and second, how is consumer protection for minors against the sale of electronic cigarettes based on government regulation number 109 of 2012 concerning supervision of materials containing addictive substances in the form of tobacco products for health. The type of research used by the researcher in this thesis is empirical legal research, which is a legal research method that uses empirical facts taken from human behavior, both verbal behavior obtained from interviews and real behavior carried out through direct observation. Empirical research is also used to observe the results of human behavior in the form of physical remains or archives. Meanwhile, in terms of its nature, this research is descriptive, namely describing and writing facts studied in the field regarding Consumer Protection Against the Sale of Electronic Cigarettes for Minors Based on Government Regulation Number 109 of 2012 (Fly Vapor Pekanbaru). Nowadays, there are often minors who consume electronic cigarettes. This is caused by several factors, one of which is due to lack of supervision from their parents. Starting from an example of the environment, then the child participates in these dangerous activities, making him addicted and unwilling to be prohibited. Finally, the parents are unable to prohibit and are forced to comply with their child's request. The research method in this study is an empirical legal research method and data collection tools through observation, interviews and documentation. The results of this study are that the implementation of government regulation number 109 of 2012 has not been implemented optimally.
