Abstract

ATHLETES DEVELOPMENT PROGRAM CENTER FOR STUDENT ATHLETES EDUCATION AND TRAINING AT THE RIAU PROVINCE'S YOUTH AND SPORTS SERVICE ABSTRACT By YOGIE ISMEMET The main objective of this study is to identify and analyze the Athlete Development Program at the Center for Student Athlete Education and Training at the Riau Province Youth and Sports Service. This type of research is descriptive qualitative. The number of research informants is 6 people with the Head of the Department of Youth and Sport as the key informant. Data collection techniques by interviews and data analysis in this study used on-site data analysis techniques developed by Miles Huberman. The results of the research show that the Athlete Development Program of the Center for Student Athlete Education and Training at the Riau Province Youth and Sports Office can be concluded that it is not optimal, and needs to be improved, especially on the indicators of skill factors, supervision factors and moral incentive factors. This is because the development of PPLP's achievements in the National and Regional Championships has decreased in several sports. This decrease is of course an important thing to evaluate and understand the development of PPLP Riau athletes. The focus of this research is on the National Championships between PPLPs because only the National Championships are fully held by the Youth and Sports Department of Riau Province, focusing more on achievements on the National Championships. In addition, coupled with the condition of the venue infrastructure that did not support the achievement of Riau PPLP athletes, the provision of venues for PPLP athlete training was considered inefficient because the location of the venues were separated and several venues were far from the dormitories that had been provided. The inhibiting factors in this study are as follows Limited budget and infrastructure. It is known that the Riau Provincial Youth and Sports Service is a supporter and facilitator in fostering student athletes through the assistance of sports equipment, trainers or sports teachers and incentive money for coaches and athletes. Therefore, it is suggested that the Riau Province Youth and Sports Service be able to compile regulations, legal basis and policies that can create interconnection and integration with all relevant institutions. By creating cooperation between institutions, it will be easier to implement the program.
