Abstract

Trade in imported second-hand clothing often occurs in Indonesia, specifically in the city of Pekanbaru. It has become a habit for imported clothing traders to buy and sell imported second-hand clothing to the people of Pekanbaru City at affordable prices and from leading foreign brands without looking at the negative impact of using second-hand imported clothing. The actions taken by imported second-hand clothing traders have violated Minister of Trade Regulation Number 40 of 2002 Prohibiting the Import of Used Clothing. Actions taken by imported second-hand clothing traders have covered the income of local clothing traders in Pekanbaru City. The problem formulation in the author's research is: First, how to implement local clothing trade protection against the entry of used imported clothing in Pekanbaru City. Second, what are the government's obstacles in eradicating local trade in the entry of imported second-hand clothing into Pekanbaru City. This research uses empirical legal research methods, namely research whose object is symptoms, events and phenomena that occur in society. Institutions or countries that are non-library in nature by looking at phenomena that exist in society. The nature of this research is descriptive, namely a direct data collection technique which is then processed and compiled to find out the problems that occur. In this research, researchers draw conclusions using deductive methods. Drawing conclusions from general discussions to specific discussions. Implementation of legal protection carried out by the government (Trade Service) and Customs and Excise for local clothing traders for imported second-hand clothing in Pekanbaru City by destroying, inspecting the entry of imported second-hand goods, market supervision of the domestic market and carrying out law enforcement on the smuggling of second-hand clothing. import. The obstacles faced by the government regarding the entry of imported second-hand goods into Pekanbaru City come from affordable prices, high market demand, selling well-known branded clothing from abroad, lack of public awareness, and lack of socialization carried out by the government regarding the dangers of using imported second-hand clothing.
